While Edu-Ware Services was developing this game, Management Sciences of America bought the company and determined that it should solely focus on creating educational software to be published by MSA's Peachtree Software subsidiary. As a result, the game's packaging portrayed it as an "Educational" product, and it was the only game in the Empire saga to be published under the Peachtree Software label instead of the Edu-Ware label.
