High Command is a strategic-level strategy game that places you in the role of leader of either the Allied or Axis High Command in Europe during WWII. As a leader of your High Command you will have to make numerous political, economic and military decisions in your attempt to achieve your war aims.

The Good
The best part of the game is without a doubt the ideas behind it. Hard-core wargamers will certainly admire the setup, which closely resembles games like World in Flames and other strategic war simulations. Against a tabletop game it has the definite advantage that one can account for detailed weather, limited detection and diplomacy. Since strategic wargames do not depend upon the power of their graphics, you don't really notice the aged graphics.
Another advantage is that, due to the unfortunate demise of the company, the game has been released to the public domain.
Lastly, the creators have gone out of their way to facilitate the learning process, using five detailed lesson scenarios.
The Bad
The AI is very poor, the interface is purely mouse-driven without any keyboard shortcuts, and the only multiplayer option is when both players use the same computer, effectively negating the limited detection option. Even in the nineties a nul-link cable option would have been obvious.
The Bottom Line
Great for grognards, but a no-no for non-wargamers.
