It is a 2d car game, it was name as need for speed or something I don't remember its exact name, It 2d car racing game, the game has rocket launchers and mines , which the places can grab on the tracks and use them to devour the other cars. You didn't mention the platform, but Super Cars and Super Cars II include exactly rockets and mines only during the racing.
