There are only promo screenshots for this game...

...but promo art link is grayed. You can see promo screenshots on Screenshots page, but shouldn't they also be accessible on the promo page or is that only meant for other promo art now?
EDIT: Games that only have wallpapers or avatars or such under promo art still have Promo Art link grayed and promo art is inaccessible unless you manually add /promo in the URL to get to promo art page.

It's a caching issue. The promo art tab will no longer be active on games without promo art, but for games that had promo art added before the update went in, that information isn't in the cache. It will be resolved when any item is approved for the game, or when the cache otherwise expires.

It's greyed out for me even for games I know have promo art on file.

If the promo art has been contributed since yesterday, then that's a bug and I'll look into it--just give me a link to the games. If it's older than that, then it's just the caching issue I mentioned, and it'll be fixed as soon as something is approved for the game or the cache is otherwise cleared.
