I know that RARS came into effect on September 1, 2012, but some games published before that day also got the RARS rating, e.g. https://www.nintendo.ru/-/Nintendo-3DS/SAMURAI-WARRIORS-Chronicles-274776.html#gameDetails

Wow, that's weird. The Nintendo of Russia page shows the Russian ratings, but clicking on them takes you to the PEGI homepage.

I think we can change the start date to something earlier than that...

I've set the dates a bit earlier. You should be able to add them now!

I don't think this got a digital release outside of Japan. I just think the Nintendo site is in error. If the physical Russian release doesn't have the rating it shouldn't be added.
