The 8 and 16 Bit versions of the game where published by ACE (a sub label of Softek/The Edge) in Europe (and then later licensed by Mindscape for an US release). The publisher for these versions was not SEGA Enterprises Ltd.

If you dig deeper and look at the release info on file, that seems to be the case.
