Should this game really have both Windows (95) and Windows 3 platforms checked? To me it seems like a normal case of backwards compatibility.

Most likely it shouldn't have 9x, yes. There are probably hundreds of similar examples in the database. Without checking the original disc for whether there are two executables we can't be 100% sure, but this one seems very likely, since the system requirements only mention 3.x, with the additional remark "also supports Windows 95".
