I just acquired 4 different copies of this game, from the full version international version, full version US release, as well as shareware demo versions.

All of them have a readme.txt file that state:

Minimun System Requirements: --------------

Windows 95 Pentium 90 4x Cd Rom drive 8 Mb RAM Soundcard

It is worth noting that the installer is written in 16bit, so win3x will start the installer, but then give an application error (Call to undefined Dynalink), which would make sense if it expects win95 DLL's and finds different win3x ones.
