The PokéFlute in HeartGold and SoulSilver comes in the form of the radio on your PokéGear. After you get the machine part to fix the Power Plant in Kanto, head to the Lavender Town Radio Tower and talk to the manager, who will give you an EXPN card which will give you all the radio stations on your PokéGear. Going to Channel 20 will play the PokéFlute sound.
