Haven't played this game yet, but this screenshot suggests we don't design castles here?

Correct. You can't design your own castles in neither LotR2 nor its add-on Siege Pack, you can only pick from several pre-designed castles. Though you do get a map editor and a larger variety of castles in the add-on.
Regardless, you do need to build the castles. In the game it translates to gathering or purchasing the needed resources, picking which castle you want to build and assigning a number of workers to build it over one or more seasons.

No, it doesn't qualify. Castle building is just selecting an item. No micromanagement involved. It's basically: Build castle? Click yes.
Entire series should be removed from the game group.
