Don't remember much about it I'm afraid.

It was fairly simplistic. You'd walk around a city (i think isometric view, though overhead is possible) with a little mafia guy and fight other mafia guys, and I think that after you defeat someone you could "recruit" them.

I have some vague recollection of your guy being blue and the enemies red. There may or may not have been other things to do (picking up/delivering packages), and I'm fairly sure you could rise up through the ranks and become more powerful.

Time frame is mostly unknown too; certainly before 2002 and almost certainly before 2000; I seem to recall playing it around the same time as pizza tycoon (which came out in 1994).
