There was this Genesis game I used to play in which we could mix different song attributes to end up we our own songs. I thought it was a Toejam & Earl game, but I can't find anything about it...

I believe you're looking for Wacky Worlds Creativity Studio.

Also, ToeJam & Earl does have the "Jam Out" mode where you can play all the game's random sound effects over each of the music tracks, but that's a bit different. ;)

There's also Fun 'n Games. But if you want full control of the soundchip, use a tracker like VGM Maker or Deflemask.
