I am having trouble brightening up some back cover photos for Imagic games "Moonsweeper" & "Fathom". Problem is the print is too small in photo as well as shiny box makes it hard as well. Do you have any suggestions for a photo program I can download? I only have the starter edition of Adobe Photoshop

I am not too familiar with the Starter Edition of PS, so I am not sure what it all has. But see if you can change the levels with it to help brighten the photo. Apple+L (Mac) or Ctrl+L (Windows) to get the levels dialog box. Adjust the sliders accordingly.
If you are looking for a free program, the GIMP is the best I have found for a free image editing program.
