Interestingly, the back of the Genesis box reads 'Developed by KEMCO under licence from Gremlin': https://www.mobygames.com/game/genesis/top-gear-2/cover-art/gameCoverId,280256/. Still the developers in the credits are all European names except for two Japanese names.

The Genesis game is a little different than the SNES version (although largely the same), so, maybe, it was ported by KEMCO to the Genesis? I wonder what they meant by "developed by' and how do we reflect that in the release info.
