Aus Angst, der ehrwürdige Schulleiter von Hogwarts, Albus Dumbledore, könne ihn diskreditieren und sein Amt übernehmen, ernennt der Minister für Zauberei, Cornelius Fudge, eine neue Lehrerin für Verteidigung gegen die dunklen Künste, die Dumbledore und die Hogwarts-Schüler im Auge behalten soll. Da die neue Lehrerin Dolores Umbridge den vom Ministerium anerkannten Lehrplan für defensive Zauberei strikt einhält, werden die jungen Zauberer und Hexen nicht auf die Gefahren durch die Dunklen Kräfte vorbereitet, die sie und die gesamte Gemeinschaft der Zauberer bedrohen. Nach ein wenig Überzeugungsarbeit seiner Freunde Hermine und Ron nimmt Harry die Sache schließlich selbst in die Hand. So kommt es, dass Harry einer kleinen Gruppe von Schülern mit dem Namen "Dumbledores Armee" heimlich beibringt, wie man sich gegen die dunklen Künste verteidigt, um die mutigen jungen Zauberer auf den außergewöhnlichen Kampf vorzubereiten, der ihnen bevorsteht.
