This DLC was created as a result of the Smash Bros. Fighter Ballot, an official poll held to determine a new downloadable character. Bayonetta was the highest-voted character in Europe, and among the top five in North America. Among all the top-voted characters, she was determined by the development team to be the most "realizable" in terms of both technical and legal feasibility.
