Kaneko was established in June 1980 by Hiroshi Kaneko as Kaneko Seisakusho Co., Ltd. in Nerima ward of Tokyo, Japan. The company was a bit player in both the arcade and home game spaces, working as a contract developer for Taito throughout the '80s. By 1990, they had started publishing their own titles, and established both a home development division (Inter State) and a US distribution division (Kaneko USA, which would also conduct its own development for a short period).

In 1996, Kaneko introduced the Kaneko Super Nova System, a cartridge-based arcade platform similar to SNK's Neo Geo system. However, the system was not the success Kaneko had hoped for, and by the turn of the century the company's game output had stopped. By this point, the company was mostly known for its softcore-porn Gals Panic franchise. Legal troubles, including a lawsuit against Hitachi over the Nova System, led the company to declare bankruptcy in 2004, and to finally close for good following a civil lawsuit in 2006.
