Unlike computers where graphic resolutions are selectable, console games did not have any such option prior to PS5 generation. There many games have option to switch between "Performance" and "Fidelity" mode (sometimes named differently like "Performance" and "Graphics"). Basically, the performance mode favors framerate and usually runs at higher framerate such as 60 FPS or even 120 FPS if the game supports it. This also affects native resolution which is then upscaled. In some instances, graphics heavy functions are moved altogether such as ray-tracing. The graphics or fidelity mode favors the resolution and overall clear and max utilised visuals. That means the game may run at native 4K resolution and have (or not) ray-tracing supported, but it almost always means the game will run at a fixed 30 FPS (or 60 if the performance mode is made to support 120 instead).
