Tsutomu Fuzisawa (藤沢勉, March 8, 1959 - February 28, 1998) was a Japanese game designer and a key figure at developer UPL. He joined the company in 1984, and was involved with nearly every title the company produced, including Penguin-kun Wars, Atomic Robo-Kid, Gomola Speed, and Mutant Night, and was responsible for the iconic visual design found in many of UPL's titles. After UPL's bankruptcy in 1992, he started the development studio Scarab.

Fuzisawa passed away in early 1998; his wife Noriko then took charge of Scarab.
