Gameplay modifiers lets the player change the game without hacking, using mods, or console commands; like toggling characters' head sizes and infinite ammunition.

What is the difference with settings?

The main difference is that it lets the player change the game to toggle wacky stuff like changing a character's head size or toggle in-game cheats.

Where is the line where "standard but different" ends and "wacky" begins?

Iā€™m not sure what you would consider a modifier. From what I understand modifiers fundamentally changes the difference of the gameā€™s structure or gameplay. Does the ā€œApology Modeā€ in the shareware version of https://www.mobygames.com/game/902/jazz-jackrabbit/ count as a modifier? Iā€™m not entirely sure that cosmetic modifications count as modifiers to a game.
