Can't add Thunder Force II to its game group

The Thunder Force series currently has a game group consisting of three games. I wanted to add Thunder Force II to this group but can't cause it's mentioned in the list of "Games currently in this group". Is this perhaps a bug or is a previous "add" waiting for approval?

My guess is a bug. I remember adding that game into the group before it had been properly approved (was still Pending or WIP status).
