First, there's the four year gap. Then, there's the mention that this game is based on the 1988 olympics... so how would a 1984 release do that?
There's also some history I read on the first Track & Field that the MSX game was actually split into two games, with each one containing a subset of the sports in the arcade game. I think the MSX version referenced here is actually that "part 2" adaptation of the 1984 arcade game. Although I cannot find the article now to cite it...

to be fair, I'm confident that it's not at all uncommon to have licensed games about specific sporting events be released prior to said events. Maybe not quite that far ahead 8)
