So I'm trying to run this game on Windows 10, but each time I start it, it gets an "Juiced requires virtual memory to be enabled" error. Does anyone know a workaround for this issue?

Googling for this error message gives a few suggestions - most related to old Win98 memory management settings for page/swap files, but also a suggestion that too much memory can cause this error.
(I've seen something like this with other older games not coping when memory go way beyond what they were designed for, like LongBow2 not liking >512MB ram)
The suggestion in this case (from a user on Tom's Hardware forums) was to reduce the memory available for Juiced to below 2GB. I have no idea if this is doable in Win10, however.
