Different Pegi Ratings? (Arma II)

Was just browsing though when I noticed there we had a pegi 18 rating for this game under tech specs but had a cover with a pegi rating of 16 (both for the same platform, windows). A quick scan from Google shows that the game was rated Pegi 18, so I’m wondering what the difference (if any) between the Pegi 16 and 18 versions?

Oddly, a DACH-region cover set from 2009 has a PEGI 18 rating: https://www.mobygames.com/game/40923/arma-ii/covers/group-56842/

Searching PEGI itself gives two numbers; one for 'Arma II' rated in 2009 at 16 and up. Another for 'Arma 2' (various add-ons) rated in 2010-2011 as 18 and up. Do the add-ons have even more violence&bad language? (I've not played them)

It's not an isolated case of the same game being re-rated higher later in its shelf life. I think that was around the time PEGI made its standards a little more strict.
