Context
Saints Row: Money Shot (also known during development as Saints Row: Drive-By) was a cancelled game meant to be released on the PlayStation 3, Xbox 360 and Nintendo 3DS as a downloadable game. It was first announced at Nintendo's showcase at E3 2010, but was effectivelly cancelled in 2011. In the game, Cypher, a female assassin who works for the Ultor Corporation, would fire a bullet from her sniper rifle, which would then be controlled by the player during its flight.
This DLC includes her exact outfit (although it is not adapted for the male protagonist in any way), rifle and Interceptor (essentially an Ultor-skinned Specter).
