Yes, you need an installation floppy in addition to the CD to configure the game, at least in my UK limited edition version - and also some others, seeing the cover sets here.

Examining the diskette, there are a couple of language-dependent replacement files, and installation instructions on the floppy. (The box also includes a note, blaming the missing files on Rincewind.)
