Scott Miller is the founder of Apogee, a developer and publisher of shareware games. He first developed and sold full games as shareware, but only started to make money when he offered a portion of the game as shareware, and asked to pay to receive the rest of the game. At the time, games were still mainly distributed through BBS.

Impressed with Pyramids of Egypt, a game by John Romero, part of the then soon-to-be id Software, he contacted John Romero while he worked at Softdisk's Gamer's Edge, and asked him to develop a shareware version of Pyramids of Egypt. Instead, John revealed John Carmack's scrolling technology, which was then revolutionary for PC games, and proposed developing a brand-new game. This game, Commander Keen, a trilogy of three episodes, meant the breakthrough for Miller's Apogee.

On November 15, 2003, Scott Miller started his own blog Game Matters to give people "a true insiders look at a variety of topics, from company branding, royalties rates for star developers, game design principles, book and game reviews, rating game advertisements, the importance of story and emotion in games, to you-name-it.".
