Rubber Hose Rampage is a 2D action game filled with 21 boss battles that all play out on a single screen. It is inspired by classical music and rubber hose animation from the 1920s and 1930s similar to Cuphead (2018). The player controls the captain of the riverboat Steamboat Willie, Mickey Mouse, in public domain at the time of the game's release.

The story is a humorous take on the original Terminator movie. It tells how in the future AI chatbots have become sentient and have taken control of the world's nuclear weapons. When the weapons are used, the few survivors wage war against the machines. The chatbots sent back two cyborgs in time to 1928 disguised as cartoon mice. Their mission: to destroy the leader of the resistance, the captain of the riverboat, Steamboat Willie.
