Rebel Boat Rocker was a game development studio founded by Billy Zelsnack and Jason Zelsnack and largely made up of former 3D Realms employees. Publishing backing by Electronic Arts was received to develop Prax War 2018, a futuristic action game. After a year and a half, EA backed away and the company dissolved. Five members eventually went on and founded Gearbox Software.

The company's name is said to come from Billy Zelsnack tenure at Epic MegaGames. He was fired and accused of being a "rebel" and "rocking the boat".
