Missing Sound Effects
It seems some (download) versions of Tank2 lack all sound effects, which are included in the development system used: 'Div Games Studio'.
If no sound files are present, the game won't run, even if you configure the game to be silent.
A user on the Vogons forum debugged the game to identify these files and offered them for download in an archive.
