The game was largely developed by Charybdis Limited, but when the company closed down in April 2000, Virgin Interactive Entertainment (Europe) Ltd. moved development to Climax Nottingham, which happened to be the company where most of the former Charybdis Limited members had flocked to. This means the game was in fact developed largely by a single team, but under two different names.
