PopTop Software Inc. was a game development studio founded by Phil Steinmeyer in 1993 and it was based in Fenton, Missouri (USA). The studio was especially known for its Railroad Tycoon series and the Carribean island simulation Tropico. The company's last game, Shattered Union, was released in 2005.

The company was acquired by Take-Two Interactive Software in July 2000 and eventually closed in March 2006 as a part of a larger reorganization. Most of the team was merged into Firaxis.
